With over 22 years of experience Frank Santos combines deep expertise in public policy, law, public affairs and procurement strategies to help businesses and organizations achieve their legislative, regulatory, and business objectives. Since launching Santos Alliances, Santos has held the position as the state’s top Hispanic lobbyist and named by the San Antonio Express-News as the top Hispanic lobby firm in Texas. Santos has offices in Austin, Texas and Washington DC and affiliations across the United States.

Santos has developed highly successful grassroots alliances and third party advocacy networks for numerous associations and corporations and is known for his extensive work with Hispanic opinion leaders. He served as chief national consultant and strategist for the National Hispanic Caucus of State Legislators (NHCSL), helping to enlist the participation of high profile leaders from states with significant Hispanic populations. He also was instrumental in developing a nationwide health care strategy for the National Association of Latino Elected and Appointed Officials (NALEO).

With his broad national Hispanic public affairs reach, In 2002, Santos founded the Board of Hispanic Caucus Chairs (BHCC). BHCC was first created when Santos brought together Hispanic legislative leaders from Texas, California, New York, Illinois, Arizona, Florida, Colorado, Kansas and Michigan first created the Board of Hispanic Caucus Chairs (BHCC), an organization comprised of the elected chairs of Hispanic caucuses in each state legislature. The organization now boasts Hispanic leaders from over 40 states including Washington DC and Puerto Rico.
